I actually never paid much attention to the CGI in B5 anyway. That stuff has never been much important to me. But I'd say the low budget of this one is the reason why it's so bad. I think that's a reason JMS didn't want to make more of them.
This funny little bit was included in the 'Lost Tales' entry at the Lurker's Guide from a message board that JMS had at the time:
August 8, 2007: Question: The CGI of Lochley's quarters look fake; for example, the lamps look cut-and-pasted. The hallways looked like illustrations in a magazine.
JMS: Lochley's quarters were real, we shot against a real wall (you can see it in some of the behind-the-scenes footage where I point to it).
The lamps were also real.
The hallway she walks down is also real. Again, you can see it in the behind the scenes material.
