The only one more or less ... er, nice? .... no, more like 'interesting and not even that annoying' telepath there is Bester >D He gets bonus points in this episode for knowing who was Asimov and ending the Byron arc~
As for Garibaldi, I tend to think that he didn't want to really shut down or overcome the Asimov block by drinking but just simply wanted to muffle all the ugly feelings? While Londo might have started drinking with much the same motives in mind (understandably), he ended up actually lulling the creature into sleep~ The point being: I'm not sure the shut down process of a mental block like this can be initiated by just applying alcohol to the system :D
