And the analysis at The Lurker's Guide to Babylon 5
So the two questions: 1. Where is Garibaldi? 2. What happened to Sheridan?
Things are bad all over... Everyone at Babylon 5 is beginning to think that John is dead. The Alliance is falling apart. Ivanova and Delenn are in mourning. Londo has been called back to Centauri Prime to work for Emperor Cartagia.

Cartagia is crazy as hell and in this episode, we find out just how crazy. He tells Londo that the Shadows have returned and he is giving them an island. They go outside and Londo's dream comes true – there are thousands of ships flying overhead. Londo calls Vir to come and they begin to plot to kill Cartagia.
Londo to Vir: Vir, it is a terrible truth but as one accumulates power, one loses friends. One only has those who wish to use you and those you wish to use. And yet, in all of this, you have somehow managed to walk through the corridors of power and not be touched. I can only assume you have not been paying attention. And still, the hideous truth is: you are the closest thing I have to a friend. I'm as shocked and dismayed by this as you are, but there it is.
Cartagia walks into a room and just the minister told Londo, he talks to the heads of his enemies.
G'kar decides to hunt for Garibaldi.
Lyta says that the Vorlons are up to something. She doesn't know what. ''
Lyta, Delenn, and Ivanova go to Z'ha'dum – they find nothing.
And in the end, we see John and a being comes in and asks to share his fire...
