Frankly I no longer remember why I wanted to recap this one...and since we have elected Emperior Cartagia, I am not in the mood even for fictional politics.
However, let us recap Voices of Authority.
As we open, Zack and Garibaldi are complaining about weekly meetings. Also military couture.

His jacket doesn’t fit right.
Ivanova calls in with a Code 7R. Garibadi hedges; Zack is suspicious. This is apparently the call for Rangers Assemble, and poor Zack is out of the loop.
In the Sooper Sekrit War Room, Delenn is explaining that they need allies; perhaps there are other First Ones still out there.
Marcus interjects: "They are old, powerful and dangerous and don’t want to be bothered."
She calls on their secret weapon, seldom used and not all that useful.

The Great Machine has been checked for cluez and Draal recommends Sheridan come down to the planet and go over possible places to contact First Ones.

‘It will be fun!’
Julie Musante, Ministry of Peace, arrives on the station. With a chip on her shoulder and a stick up her butt.
G’Kar approaches Delenn in the Zocalo where she is buying fruit and jewelry. He knows something is going on. She wanders from stall to stall, putting him off, until he asks point blank about Rangers. She denies any knowledge. G’Kar is putting two and two together and getting four. Delenn is somewhere between pissed off and distressed.

Sheridan meets Musante.

She sucks up. But also tries to re-decorate his office.

Hands off my stuff. And my station.
Musante announces she is the station's brand-spanking-new Political Officer. The Captain is not impressed.
"Zack. Talk a walk."
"Yes sir."
Musante is there to advise, but takes over Sheridan's schedule, and his dinner plans. He calls Ivanova to hand off his date with Draal.
"Anything else you need?" asks Susan.
"A glass of whiskey, a gun, and two bullets." So say we all.
Musante wants Zack to spy on the Captain. Poor Zack, this is not his episode.
Ivanova goes down to the planet to visit Draal and the Machine. She burbles, trying to deflect the poweful alien's fit of pique. She succeeds.
"I like you. You’re trouble."
The Captain and Musante have dinner at the Fresh Aire. They discuss Earth. Musante has Opinions.
"The homeless are lazy or criminal or mentally unstable"…where have I heard that before??
"The Correctional Centers will filter them out at an early age." Aarrgh…
Sheridan: "When did all this happen?"
Musante: "When we re-wrote the dictionary." At last an true statement.
"Anarchists, trouble-makers, unpatriotic..".
Oh hell, you get the picture.
Draal wants Susan to plug into the Matrix. Open your mind. Whatever you do, do not stray from the Path.Turn on, tune in, and drop out...

Susan takes a trip and sees the Force.
At Sigma 957. "They were here. I can feel their footprints on the sand."
"I am not alone."
The multiple eyes of the Shadows are pulling her in.
"It knows I’m here. It knows my name."
Susan finds the Path again, but takes one last discursion. She sees and hears Clark’s discussion with Morden about the upcoming explosion of EarthForce One. The Machine can record it. It is the proof they've been looking for.

Draal is nonplussed. "A normal human shouldn’t have been able to do that."
Musante tries her womanly wiles on the Captain.

Apparently the Political Officer has other duties.
Susan appears and gets an eyeful. Sheridan does the kiss-her to-keep-her-from-seeing-the-hologram-Susan ploy. An-n-d Susan is off to Sigma 957.

"I think you’re about to go where everyone has gone before."
"It must be colder in here than I thought." Innuendo!
G’Kar confronts Garibaldi. "I sense a gathering of forces that might help my people."
Zack finds Musante at breakfast. She is pissed. Zack tries a move, gets shot down. It's definitely the jacket.
And Garibaldi is spying on the spy.
Susan takes the White Star. Lennier was supposed to accompany her (and do I wish he had…) but Marcus shows up as interpreter and general annoyance. They head to Sigma Tet Ah Chen.

And so it begins...
Musante goes over the new political protocol, and the new widened authority.

It’s all fascist and she justifies it with news of sedition, immoral conduct, minor and temporary abridgments of the rights of speech and assembly but hey, it’s all good. Safe and ideologically pure, that’s the ticket.
Susan and Marcus banter, Susan testily, until the giant flying circus umbrella appears.

Pretty.

The giant Tiki God appears and Susan talks to them.

‘Who knew they were French?’
Meanwhile, backat the ranch on the station, Sheridan and Garibaldi discuss Susan’s tape, the evidence of Clark’s murderous ascent to the Presidency. Sheridan will send the tape to Hague.
"Claim victory in your heart and the Universe will follow." Ancient Minbari wisdom.
"Zog." First One for Not My Problem.
Susan taunts the First Ones.

And claims victory in her heart. Marcus is very, very impressed.
The evidence from the Machine is released into the wild, but not everyone believes it. The Senate is holding closed hearings, wants to appoint special investigators. Musante is called back to Earth to help deal with ‘morale’.

Garibaldi and Zack have a moment of distrust and suspicion. I feel for Zack here. He just wants to be one of the Scoobies.
Sheridan and Ivanova have a private meeting to discuss what’s going on. And as she is leaving, Zack asks Musante about a Code 7R. She goes to her transport promising all hell to pay.
Garibaldi is asleep when his door chimes. G’Kar has brought him a piece of the puzzle, hidden in the Book of G’Quan.

"I don’t read Narn."
"Learn."
And there you are. The plot, as they say, thickens.
