I've always felt - intentional or not - Londo's hair says a bit about him. He's got bigger hair than any other Centauri - even the Emperor! (Turhan, that is - obviously he's got bigger hair than Cartagia!) It makes him come across as rather desperately trying to look far more important than he really is.
