I think it makes more sense that Centauri telepaths are treated like other Centauri. Each House will have a number of telepath members and they serve the house just like everyone else. They probably make a good source of telepaths for hire, since Centauri don't care much about rules and laws of other races and so Centauri teeps won't be bothered about breaking them either.
